【海航技術是海航航空集團旗下一家集航空器及其附件維修、機隊技術管理、改裝設計、航空維修培訓、航空器噴涂、航材銷售等為一體的綜合性航空維修服務企業(yè)，現(xiàn)需采購A330Neo新飛機首批工具設備】，誠邀有意向的供應商參與，相關事項如下：
一、項目簡介
（一）項目名稱：海航技術A330Neo新飛機首批工具設備采購項目
（二）招標單位：海航航空技術有限公司
（三）招標內(nèi)容、數(shù)量等：請參考附件
（四）報價要求：國外工廠交貨價，包括提供貨物所需的產(chǎn)品、包裝材料、國內(nèi)現(xiàn)場安裝（如有）、國內(nèi)現(xiàn)場培訓（如有）等一切為投標和履行合同所需的全部費用。
（五）付款方式：設備經(jīng)買方驗收合格后并收到賣方100%增值稅專用發(fā)票后90天內(nèi)支付95%合同總價款，剩余的5%作為質(zhì)保金，質(zhì)保金在質(zhì)保期到期后60天內(nèi)支付給賣方，如違反質(zhì)保或售后服務承諾，則相應扣除。（說明：此付款條款為開放性條款，如投標方無法接受該付款條款可單獨提出可接受的預付方式，招標方將按投標方的付款方式進行資金成本計算）
二、招投標形式
（一）招標形式和招標文件發(fā)布時間
各有意向供應商在規(guī)定時間內(nèi)完成報名、招標方向滿足資質(zhì)的供應商發(fā)送招標文件。
（二）投標截止時間
投標截止時間以招標文件的截止時間為準。
（三）評標方法：最低價評標法。如最終報價相同，依次按照交貨周期短＞階梯價格折扣比例高＞供應商評估等優(yōu)先順序確定中標人。
（四）招標方項目組對招募公告有最終解釋權，在項目組一致意見前提下，有權對招募公告?zhèn)€別條款進行偏離。
（一）供貨商品必須為OEM件。
（二）報名供應商滿足飛機制造商、AMM手冊推薦的OEM廠家或其授權代理商。
（三）不接受聯(lián)合體投標、不接受項目外包以及分包情況。

1.年檢有效的企業(yè)法人營業(yè)執(zhí)照或對應地區(qū)同等有效的營業(yè)證件的掃描件。
2.OEM提供的授權認證（中間商或者代理商必須提供）。

1.4 Quotation Requirements: EX-WORKS price and need to include all costs required for bidding and performing the contract, such as providing products, packaging materials, installation, training, etc. required for the goods.
1.5 Payment Terms: NET 90( If the payment terms cannot be accepted, you can request prepayment terms)
2.Bidding Form
2.1 Bidding format and release time of bidding documents: Suppliers shall complete the registration within the Deadline.
2.2 Bid deadline: The deadline for bidding shall be based on the deadline specified in the bidding documents.
2.3 Bid winning principle: lowest price evaluation method. If the final quotation is the same, the winning bidder will be determined in order of priority, such as shorter delivery time>higher discount ratio for tiered prices>supplier evaluation.
3.1 The supplied GSE must be OEM parts.
3.2 The registered suppliers should be aircraft manufacturers, OEM manufacturers recommended by AMM manuals, or their authorized agents.
3.3 We do not accept consortium bidding, project outsourcing, or subcontracting situations.
